Contractor Health and Safety Management Standard

This document details our Contractor Health and Safety Management Standard. It serves to guide how we manage health and safety when we contract work to others, and what we require of the contractors who carry out that work. At 2degrees we have high health and safety standards that we continuously work to promote, maintain and establish. They extend beyond legal compliance to how work is planned, how risk is managed, and how openly we deal with each other when something goes wrong.

Our contractors play a key role in the success of our business, and we expect all our contractors to manage health and safety with the same seriousness we expect of ourselves. This Standard defines our key requirements and expectations for the safe delivery of work, and applies to all 2degrees’ contractors.
2degrees requires all contractors to comply with the requirements of this Standard, as well as all relevant laws, regulations and industry standards applicable to the work they perform.
For the purposes of this Standard, contractors include all suppliers, including their subsidiaries, affiliates, agents, contractors or subcontractors, who provide products or services to 2degrees directly and indirectly.
This Standard has two sections: Requirements and expectations for contractors; and Applicability, Compliance and Monitoring.
Requirements and expectations for contractors
Under the Health and Safety at Work Act 2015, both 2degrees and our contractors are a Person Conducting a Business or Undertaking (PCBU). Where our duties overlap in relation to the same activity, each of us must consult, cooperate and coordinate activities with the other, so far as is reasonably practicable. These duties cannot be contracted out, or shifted to others within a contracting chain.
2degrees requires all contractors to ensure compliance with the following:
- Overlapping duties — participate in the Consult, Cooperate and Coordinate (CCC) conversation process before and during the work, and agree and hold a copy of the documented allocation of roles and responsibilities.
- Work scope and disclosure — disclose the full nature of the work, including all activity types that may be present and not only the primary task, and any activity to be subcontracted that falls into a different risk category.
- Prequalification — hold Tōtika prequalification, or an approved equivalent, for high and very high-risk work activities before work commences.
- Roles and responsibilities — agree and document roles with 2degrees using the RASCI framework before work begins, and agree a management plan for any shared responsibilities.
- Health and safety management system — operate a health and safety management system, and agree with 2degrees which system will be followed, before work begins.
- Work activity standards — comply with the standards and controls that apply to the activity being performed, including any permit to work, job safety analysis, lift plan or rescue plan, regardless of the risk category of the engagement overall.
- Subcontractors — ensure all subcontractors meet competency standards, including prequalification where required, and hold them to this Standard.
- Incidents and learnings — maintain documented incident reporting and investigation procedures aligned with the 2degrees Health and Safety Management System, report incidents in accordance with the 2degrees Incident Management Framework, and share safety alerts and health and safety learnings with us.

Application of the Standard, Compliance and Monitoring
This Standard forms part of our contractor agreements and our contractor onboarding and due diligence processes. Acceptance and adherence to this Standard is a condition of performing work for 2degrees. 2degrees’ fight for fair will evolve over time, and 2degrees may make changes to this Standard from time to time. 2degrees recommends that contractors regularly check for updates to ensure their ongoing compliance.
Contractors are required to comply with this Standard, and are expected to inspect their own work activity, cooperate with 2degrees inspections, Leader Walks and audits, provide agreed reporting, and keep the records that evidence compliance. Contractors are required to immediately report any serious breach of this Standard and, together with 2degrees, agree a schedule for corrective action. A breach of this Standard may be considered to be a material breach of contract with 2degrees, and 2degrees accordingly reserves all its legal rights and remedies in respect of any such breach.
2degrees may review and audit a contractor’s compliance with this Standard at any time, and at 2degrees’ request the contractor must provide all relevant documentation, information and assistance as reasonably required, including access to any relevant premises, facilities, personnel and systems involved in the performance of the work.
Strict confidentiality and privacy is maintained throughout the entire process. 2degrees is committed to the protection of whistle-blowers, and discrimination against whistle-blowers is not tolerated. 2degrees and contractor staff are encouraged to safely report at whistleblower@2degrees.nz. Health and safety questions, including risk categorisation, overlapping duties and exemption requests, should be directed to the 2degrees Health and Safety Team at safety@2degrees.nz.
