Building a simpler way to manage mobility
With around 260 staff supporting council operations, reliable mobile connectivity is essential for Upper Hutt City Council.
However, managing those services had become increasingly difficult.
As the council's mobile environment grew, the tools and processes it relied on were no longer keeping pace with its needs. The team had limited visibility over its mobile services, routine changes required going through support teams, and even simple requests often meant waiting for reports or assistance. Rather than managing its own mobile environment, the council found itself relying on its provider to make everyday changes.
The council began exploring alternative providers as part of its procurement process, looking for a partner that could provide a modern, integrated platform while giving the team greater visibility and control over its mobile services.
One thing quickly stood out. While other providers focused on contracts and commercial terms, the 2degrees team remained engaged, taking the time to understand the council's needs and map out what a successful transition could look like.
"They were talking to us all the time, and they were just really patient with us," says Horne.
That collaborative approach carried the relationship through around 12 months of engagement as the council worked through its procurement obligations and evaluated what a partnership with 2degrees could look like.
The mobile migration
Once the council was ready to proceed, 2degrees delivered a complete transition of its mobile services, supported by Flex - its digital self-service platform ,that gives organisations real-time control and visibility of their telecommunications services to manage mobile connections, provisioning, billing, and network services.
The rollout included re-enrolling approximately 100 existing devices and ensuring new devices could be fully managed from day one.
Throughout the project, a 2degrees transition specialist worked onsite alongside the council's IT team, helping re-enrol devices, troubleshoot issues in real time and keep the migration moving with minimal disruption.
"Whenever there was a problem, it was always, 'Let's work it out.' They were easy to deal with the whole way through," says Horne.
Despite the scale of the migration, most staff noticed little disruption once their devices had been re-enrolled.
Visibility that turns into real savings
One of the biggest improvements for the Upper Hutt City Council has been the visibility and control the Flex platform provides.
Today, IT staff can manage services themselves through a single portal - viewing usage in real time, provisioning users, ordering devices, adjusting services and making changes immediately.
"We don't have to reach out to our rep or a support team to ask for help or get a report. It's all there. We can see everything," says Horne.
That visibility has translated directly into savings. Instead of paying for a bundled minimum the council rarely used in full, Flex made it possible to align plans with actual usage — contributing to a roughly 20% reduction in monthly mobile costs. "We're paying for what we're actually using, as opposed to a minimum block we weren't even touching the sides of."
With real-time reporting and self-service capability, the IT team was able to spend less time managing telecommunications and more time supporting the organisation.
Faster, simpler and more responsive
Beyond the cost savings, the biggest impact has been how much easier mobile management has become.
Provisioning new users and devices has become significantly faster, with new phones typically arriving the next day already configured for deployment.
"It's the click of a button,” says Horne. "People can just get on with their jobs."
Flex has also removed many of the bottlenecks that previously consumed the IT team's time. Staff can make changes immediately, access information without waiting for reports and manage devices remotely through Microsoft Intune integration.
The result is less administration, greater confidence in the system, and more time spent supporting the organisation rather than managing telecommunications.
More than a technology provider
For Horne, the technology was only part of the story.
What stood out most was the willingness of the 2degrees team to collaborate, adapt and work around the council's priorities. As a local authority balancing multiple projects, that flexibility and patience proved just as valuable as the platform itself.
"2degrees were really calming influences. They just worked with everything we had going on."
The result has been more than a successful mobile migration. Upper Hutt City Council now has greater control over its mobile services, less administration for its IT team, measurable cost savings and confidence that its technology can continue to support the organisation as it evolves.
